The most important being the 2009 budget and the increase of the monthly HOA dues. The new board as well as the general membership voted and passed the increase of monthly HOA dues to $80.00 per month effective May 1, 2009. This increase just covers the operating costs of the HOA for 2009. This will not generate any capital funds for projects that the HOA would like complete. The late fees will remain $50.00 and will continue to be enforced. Just a reminder, monthly dues are to be paid by the 15th of every month. There will be another HOA meeting in May for discussion of capital funding.&lt;br /&gt;&lt;br /&gt;A new trash policy has been established for the entire development effective May 1, 2009. This policy states that all trash cans are to be stored in garages at all times and placed back in garages no more than 24 hours after trash pick up. Inspections will be made by RKS to ensure enforcement. When a violation has been seen for the first time, a written warning will be given and every violation after that will result in a $25.00 fine.&lt;br /&gt;&lt;br /&gt;The parking policy has been established for residents in Phase 2 and will also go into effect May 1, 2009. This policy was put into place due to snow removal as well as safety issues and must be followed. The parking policy states that every resident in Phase 2 is no longer allowed to park in front of their garage. If there is no room in your garage, either room needs to be made or a storage unit will need to be rented. For violations, the same written warning will be given after the first violation followed by the $25.00 fine for every violation after that. Inspections will be made for this policy as well to ensure enforcement.&lt;br /&gt;&lt;br /&gt;A copy of the pet policy that was established last year is also included as reminder of this policy and that it will continue to be monitored with the nicer weather approaching.&lt;br /&gt;&lt;br /&gt;A reminder for the next HOA meeting will be mailed in the upcoming weeks and we hope to see everyone there. Any person showing evidence of any communicable skin diseases, sore or inflamed eyes, cold, nasal or ear discharges, or any other communicable diseases shall be denied admission.&lt;br /&gt;&lt;br /&gt;2. Any person with excessive sunburn, open blisters, cuts or bandages shall be denied admission.&lt;br /&gt;&lt;br /&gt;3. Do not enter the water if you are experiencing or recovering from diarrhea or have had any signs or symptoms of a gastrointestinal (stomach) disease in the past seven days.&lt;br /&gt;&lt;br /&gt;4. All children in diapers must wear plastic pants with snug fitting elastic waist and leg bands. Do not wash out soiled diapers in the bathing water.&lt;br /&gt;&lt;br /&gt;5. Children should be encouraged to use the restroom before entering the water. Immediately report any “accidents” you observe in the bathing waters to a staff member.&lt;br /&gt;&lt;br /&gt;6. No animals, except for service animals, shall be allowed in the swimming pool, wading pool, hot tub, or spa area, dressing rooms, or other parts of the enclosure.&lt;br /&gt;&lt;br /&gt;7. Glass containers are prohibited in pool area.&lt;br /&gt;&lt;br /&gt;8. All persons shall shower before entering the water.&lt;br /&gt;&lt;br /&gt;9. Conduct which endangers the safety and comfort of others shall be prohibited.&lt;br /&gt;&lt;br /&gt;10. Bathing shall be prohibited during an electrical storm.&lt;br /&gt;&lt;br /&gt;11. Persons suspected of being under the influence of drugs and alcohol shall be prohibited from entering the water.&lt;br /&gt;&lt;br /&gt;12. Toys and floatation devices are not to be used as life vests. HOA will restrict use of these devices if they are compromising safety.&lt;br /&gt;&lt;br /&gt;13. No diving allowed. Bathers can jump feet first into the pool from the deep end only.&lt;br /&gt;&lt;br /&gt;14. All shoulder length hair or longer must be in a swim cap, tie or rubber band while swimming.&lt;br /&gt;&lt;br /&gt;15. Proper swimming attire, no cutoffs allowed.&lt;br /&gt;&lt;br /&gt;16. Pool is for the homeowner and their guest ONLY.&lt;br /&gt;&lt;br /&gt;17. All children 16 and under must be accompanied by an adult.&lt;br /&gt;&lt;br /&gt;18. Not responsible for loss of any personal property of any kind.&lt;br /&gt;&lt;br /&gt;19. No alcohol, tobacco, food or drinks of any kind allowed in the pool area.&lt;br /&gt;&lt;br /&gt;20. Pool hours are 9:00am to 9:00pm – Seven days a week.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;These pool rules can and will be changed as necessary. This process will evolve with the pool as new problems arise. The Village at Freedom Place is going to have a hard time keeping individuals from the neighboring properties from visiting the pool area at their leisure. Each homeowner needs to be attentive and ready to respond when this does occur. The HOA cannot afford to actually hire a full time pool attendant, therefore the responsibility of the upkeep and will fall on the individual homeowners.&lt;br /&gt;&lt;br /&gt;If you should find someone from a neighboring property trespassing in the pool area, warn them that you will contact the Junction City Police Dept. and then do so. When this occurs please notify Jeff Olson at 785-226-2388 so that we can follow up on the issue. Random inspections of the property will be made to make sure this policy is being followed. If droppings are not picked up the HOA will take care of the clean-up at the expense of the homeowner. There is $5468.00 in accounts receivable out, 60% of which are from 2 homeowners’ and we currently have liens filed against them to help collect that amount. Homeowners’ voiced concern about the negative balance but was explained that with the collection of the past due the balance would be fine.&lt;br /&gt;- New Landscaping and Snow Removal Company&lt;br /&gt;- Was explained that Rothwell Landscaping was terminated by RKS and Davis Landscaping was hired for 2009. Expressed concern that there was damage done by Rothwell and needed to be addressed. RKS informed them that for specific concerns they could submit work orders on RKS’s website and the issue would be addressed. $500 was also deducted from the final bill received by Rothwell to cover damages. Residents were informed that new company would also mulch twice a year to keep up curb appeal. Owners voiced they wanted rock laid on Seitz Court instead of mulch. RKS informed the owners that financially they could not afford rock and RKS would get another bid for rock to be laid and present to the board. It was proposed that HOA members lay the rock to save on cost. Owner voiced concern that it was hard to contact RKS. Jeff then gave out his personal cell phone 785-226-2388 and e-mail of &lt;a href="mailto:jolson@rksmgmt.com"&gt;jolson@rksmgmt.com&lt;/a&gt;.&lt;br /&gt;- 2009 Budget&lt;br /&gt;- After reviewing the budget and recommendations presented by RKS the homeowners agreed that they needed to change the monthly dues to cover the operating costs of the HOA. It was agreed by all that the HOA Dues were low and indeed need to be raised. The HOA then motioned to raise the monthly HOA Dues to $80 as well as the initial start up fee for the capital fund to $240. Motion passed effective May 1st and agreed that RKS would send out notices of the increase before that time.&lt;br /&gt;- Projects (Pool Equipment &amp;amp; Seitz Court Lighting)&lt;br /&gt;- Owners found that they were financially unable to complete any of the projects due to the negative balance in the operating account as well as no capital fund. It was agreed that these items would be placed on hold until the capital fund had been built back up. It was stated that a petition could be started to get the City of Junction City to install street lights or cut the curb in to connect Fuller Circle to Commonwealth. It was also agreed that RKS would call Westar Energy to establish a cost for the lights, installation, and electric use.&lt;br /&gt;5. Old Business&lt;br /&gt;- Flag and Flag Light&lt;br /&gt;- James Bryant from 649 Seitz Court agreed to provide an official U.S. Army all weather flag to fly at the development. The light is still in working condition.&lt;br /&gt;- Rothwell&lt;br /&gt;- As stated previously Rothwell was terminated by RKS.&lt;br /&gt;-Pool Equipment&lt;br /&gt;- Placed on hold due to lack of funds.&lt;br /&gt;-Street Lights&lt;br /&gt;- Placed on hold due to lack of funds.&lt;br /&gt;-Insurance&lt;br /&gt;- Set up by RKS and is in place.&lt;br /&gt;-Exterior Paint Colors&lt;br /&gt;- A homeowner expressed that they would like to have the exterior paint colors provided to them. RKS agreed to locate and provide the exterior paint colors to those who request them.&lt;br /&gt;6. New Business&lt;br /&gt;- RKS’s New Website – &lt;a href="http://www.rksmgmt.com/"&gt;http://www.rksmgmt.com/&lt;/a&gt;&lt;br /&gt;- Site was revamped to reflect current information about HOA as well as other projects that RKS is involved in. Has been made more user friendly to submit work orders as well as to find current information on the HOA and contact information. It was encouraged to all to check out the new site.&lt;br /&gt;- Parking and Trash Policy&lt;br /&gt;- It was stated by RKS that a new trash and parking policy was going to be implemented and enforced. It was told to the HOA that trash cans were to placed inside the garages no later than 24 hours after trash pick up. Inspections by RKS will be made of the entire development to ensure enforcement is in place. It was agreed that after the first incident a written warning will be sent. After the first incident a fine will be assessed. The HOA then motioned for a flat fine of $25.00 per incident to be put into effect. The motion passed for both trash and parking policies and policy will be implemented effective May 1st.&lt;br /&gt;The parking policy is set to where all residents in Phase 2 on the Fuller Circle side are not allowed to park in front of their garages anymore due to safety concerns. It was stated that if there is not room in garages then room would need to be made or a storage unit would need to be rented. Fines would still be in effect if cars are parked in front of garages due to no room in garages. Inspections will be made by RKS to enforce this as well. It was agreed that RKS will send out letters regarding new trash / parking policies, dues increase, and a reminder of the pet notice put in place last year.&lt;br /&gt;7. Q &amp;amp; A&lt;br /&gt;- Next general meeting was set for Monday, May 18th and notices would be sent out by RKS to inform residents. Board meeting was set for Monday, April 20th at Trista’s house at 24 Fuller Circle.8.
